The city of Hai Phong is rapidly expanding north of the scenic Cam River. As a gesture to seek balance of community services the Masterplan envisions a variety of residential development strategies and commercial service provisions. Major roadways being developed across the north urban area become unique opportunities to provide commercial workplace and hospitality uses in a compatible framework. The development focuses on a tributary creek leading to the river that provides a memorial foreground for the development structure behind as well as become a high value location for eco-residential. The plan is then organized into a number of individual neighbourhoods each having a unique identity.
