
The Masterplan was based on an implementation-focused process that ultimately yields a realistic, buildable, and comprehensive Masterplan vision. Heritage areas and open spaces are protected from over-densification by a guided process of density transfer. The amount of space that is not built due to conservation is then placed back into the city where zones of density are appropriate, served by an improved transit system, and molded by urban design principles, creating needed public parks, preserving human scale, and simultaneously shaping a signature skyline. The Masterplan resulting from this careful and sensitive process of infill is a modern downtown that is transit-oriented, of historic character, pedestrian-friendly, open, and with a remarkable, classic skyline. The zone-based approach to infill ensures distinct areas have a unique sense of place, derived from their traditional heritage. Differentiated business districts with enlivened office boulevards establish Ho Chi Minh City as one of Asia’s grandest destinations.
