During the consultation period of evaluating the overall city structure, the Masterplanning team realized the importance of retaining and further enhancing the heritage central business district. The Masterplan calls for an aggressive infusion of office, service apartment, and hotel uses focused on a great central plaza connected directly to the oceanfront park. Retail, entertainment, and cultural enhancements grace the central plaza, ensuring its potential new role as a destination for the city.
